Private employment agencies carry out recruitment activity with authorisation from the Turkish Employment Agency under Law No. 4904. The authority to establish temporary employment relationships requires a separate permit and a higher guarantee. Sending workers abroad is also subject to separate authorisation.

- Deposit of the required guarantee with İŞKUR
- The owner and managers meeting education and criminal record conditions
- Premises with suitable physical conditions
- Additional permit and guarantee for temporary employment relationships
- No outstanding tax or social security debt
