Operating in the petroleum market requires a licence from the Energy Market Regulatory Authority under Law No. 5015. A dealership licence rests on a contract with a single distributor; a distributor licence carries far higher capital, storage capacity and minimum dealer network requirements. Station-based dealerships additionally require a building permit, environmental permit and TSE conformity.
