Electricity generation is subject to an EPDK licence under Law No. 6446. Facilities below a certain installed capacity threshold are treated as unlicensed generation, with the process running through the distribution company. For licensed generation, the connection opinion, environmental impact assessment, land allocation and renewable support mechanism applications must be planned together.

- Incorporation as a joint stock company with shares registered in name
- Meeting the minimum capital requirement linked to installed capacity
- Connection opinion and transmission or distribution company approvals
- Environmental impact assessment decision and required environmental permits
- Documented land ownership or right of use
