Factoring, financial leasing, financing and savings financing companies are subject to the establishment and operating authorisation of the Banking Regulation and Supervision Agency under Law No. 6361. The process has two stages: first an establishment permit, then an operating licence. The founders' financial strength, a transparent shareholding structure and the professional experience required of management are decisive.
Requirements
- Incorporation as a joint stock company with all shares registered in name
- Full cash payment of the minimum paid-up capital set for the activity type
- Documented evidence that the founders have the required financial strength and reputation
- Education and professional experience conditions for board members
- Establishment of internal control, risk management and internal audit systems
