Carrying goods or passengers commercially under the Road Transport Regulation requires an authorisation certificate from the Ministry of Transport and Infrastructure. The certificate type varies by activity: C2 for international freight transport, L2 for international logistics operations, R1 for international transport organisation, and K1 for domestic freight transport. Each certificate type carries its own minimum capital, owned-vehicle capacity and professional competence requirements.
