Under Law No. 5580, opening a private school, course, study centre, driving school or similar institution requires Ministry of National Education approval. The process has three stages: institution opening permit, teaching commencement permit, and working permits for administrators and teachers. Zoning status, fire report and per-person area standards are decisive.
